To qualify for HOV toll discounts, you must have data enabled on your phone. 

This is because the GoCarma app uses the Internet to communicate when you're in the car to the GoCarma servers. 

In most cases, when you drive through a TEXpress Lane toll gantry, the toll operator will immediately ask the GoCarma servers for your HOV status. The app will sync your occupancy data when you are next on a wifi connection, but this is normally after most toll transactions have been processed and HOV discounts have already been applied.
